Mr. Illare has been involved in the management of numerous technology based Research and Development projects for the past 17 years. Mr. Illare has provided oversight for the advancement of video and data compression algorithms used in the development of an intelligent data management system for use by the Department of Defense, and has been actively managing projects relating to the development of next generation optical materials. Mr. Illare has served as the program manager on several successfully executed projects between AFO and stakeholders including the Bettis Atomic Lab, Battelle Memorial Institute, the Idaho National Lab, and Clemson University. These projects have resulted in the synthesis of next generation, radiation resistant optical materials to be used in high gamma and neutron environments. All of these projects were completed within budget and ahead of schedule.

Additionally, Mr. Illare held the position of Senior Vice President of Institutional Sales at Whale Securities Company LP in New York City from 1988 to 2001. He served as a General Securities Principal of the firm in addition to also managing over 500 private clients including over 50 banks and financial institutions worldwide.  Mr. Illare has a Bachelor of Business Administration degree from Pace University in New York City, and is an active member of the American Nuclear Society (ANS), the Institute of Electrical and Electronic Engineers (IEEE), and the National Defense Industrial Association (NDIA).
